State support for the dairy sector must be accompanied by a change in approaches to regulation

The Ministry of Agrarian Policy, in close cooperation with the State Service of Ukraine for Food Safety and Consumer Protection, milk producers and processors, profile organizations and international experts, carries out a number of activities aimed at developing the milk and dairy market in Ukraine.  Thus, the ministry developed and published for public discussion the order "On Approving the Requirements for Safety and Quality of Milk and Dairy Products", the adoption of which will introduce the proper production practices for the production, processing and introduction of milk and dairy products, will establish uniform, adapted requirements to the EU norms.

On September 25, this was stated by Deputy Minister of Agrarian Policy and Food of Ukraine Olena Kovaleva during the Roundtable "Regulation of the Milk Market". Representatives of the Ministry of Agrarian Policy, the Ministry of Economic Development, the Verkhovna Rada Committee, the Kyiv Regional State Administration, the State Service of Ukraine for Food Safety and Consumer Protection, the Better Regulation Delivery Office (BRDO), public unions, sectoral associations and business took part in the event.

"Today the quality of milk in agricultural enterprises is constantly growing, but tough competition in the market environment encourages dairy producers to find new markets to ensure profitable activity. An important step is the establishment of a reliable system for monitoring the safety of manufactured and distributed dairy products,"- said Olena Kovaleva.

Olena Kovaleva also stressed that with the purpose of developing the dairy industry, the Government introduced unprecedented support to the livestock sector in the total amount of 4 million UAH in 2018. Among the intermediate results of support is an increase in the indicators of identification and registration of young cattle by households 4.5 times (number of registrations), an increase in the average milk yield of cows by 2.4%, and stabilization of cattle in enterprises.

During the event, a presentation of the Green Book "Regulation of the Milk Market" on the development of the Better Regulation Delivery Office (BRDO) was held. The document contains clearly outlined problems of the market and possible ways of its solution.

According to data, in the first half of the year in 2018, processing enterprises purchased from the agricultural enterprises milk-raw materials of the highest grade - 287.7 thousand tons, (21%), higher grade - 532.8 thousand tons (39%); I grade - 463.4 thousand tons, (34%); II grade - 80.6 thousand tons (6%).

The processing enterprises received 1368.4 thousand tons of milk from enterprises and 583.0 thousand tons of milk from the population.
