The new registration procedure will make it impossible to import equipment

During the transition period, the equipment manufacturers will not have time to obtain the type approval certificate necessary for registration, making new deliveries to Ukraine impossible.

Experts are concerned about the Resolution of the Cabinet of Ministers "On Amendments to the Procedures Approved by Decrees of the Cabinet of Ministers of Ukraine No. 694 of July 8, 2009 and No. 1200 of November 11, 2009", which was adopted on November 15 this year. The document regulates the issues of the procedure for registration and commissioning of agricultural machinery and equipment in accordance with the Technical Regulations.

The decision of manufacturers of equipment is obliged during the transitional period, which ends in March 2018, to receive a certificate of an approved type in accordance with the Technical Regulations. The certificate will be issued for 5 years.

Thus, instead of deregulation in the certification system and a reduction in the bureaucratic component, the machinery manufacturers received the task to undergo the procedure for approving the type of compliance as soon as possible.

The transitional period for the re-registration of technology ends in March. This is too short a period for which companies do not have time to receive certificates. Also, the equipment manufacturers have questions about the certification algorithm, since it contains provisions that are not in the European legislation. In the European Union, the certificate of approval of the type of agricultural equipment is issued once, but according to a new procedure in Ukraine, manufacturers of equipment are offered to conduct certification every 5 years.

In addition, the national certification authorities do not recognize type approval certificates issued by international bodies. Such an algorithm can contribute to the creation of abuses and a field for corruption. The procedure itself is difficult to understand and perform.

"The lack of a certificate will lead to the fact that the equipment manufacturers will not be able to transfer equipment to customers at the beginning of the spring field season, since the procedure for confirming the type of compliance is a rather lengthy process, which is now being handled formally by two institutions, and in fact - by one institute SE “Ukrainian State Center for Testing and Forecasting Technology and Technology for Agricultural Production”. In order for agro producers not to feel the problems with the timely execution of technological operations, it is necessary to continue the transition period until November 2018 and coordinate the terms of the Technical Regulations with the relevant organizations.

It bears reminding that on November 15, the Cabinet of Ministers of Ukraine adopted a resolution "On the introduction of changes in the procedures approved by the Cabinet of Ministers of Ukraine from July 8, 2009 No. 694 and 11 November 2009 № 1200", which regulated the issue of the procedure for registration and commissioning of agricultural and forestry tractors, trailers, trailers and other agricultural machinery in accordance with the Technical Regulations on the basis of an assessment of the safety of machinery and its impact on the environment.

When registering and selling agricultural and forestry equipment and selling its components with identification numbers, the documents of the UkrSEPRO system are replaced with documents provided for in the Technical Regulations.
