"Implementation of budget expenditures in the agricultural sector in 2017 occurs with a violation of the plan" - Iryna Palamar

Now it is already possible to assess how the implementation of budget expenditures in the agro-industrial sector took place in the first three quarters of this year. The Ukrainian Stock Breeders Association applied to the Ministry of Agrarian Policy with an inquiry No. 119/11 of 09.11.2017 on the dynamics of financing state budget funds in the agricultural sector of the economy during the first nine months of this year. In response, the profile ministry provided interesting information.

Thus, in 2017, expenditures on budget programs 2809040 "Conducting laboratory tests, measurements, research and expertise in the implementation of state control (supervision)" were practically not financed (0,4%), 2801350 "State support for the development of hop production, the bookmarking of young gardens, vineyards and berries and supervision of them "(1%).

And for the budget program 2801580 "Financial support of agricultural producers" only 11% of the planned funds were allocated per year. Only about one fifth of the total amount of funds was allocated to budget programs 2801030 "Financial support for measures in the agro-industrial complex by cheapening loans" (20%), 2801130 "Improving the skills of specialists in the agro-industrial complex" (22%), 2801160 "Elimination and environmental rehabilitation of the territory influence of mining works of the state enterprise "Solotvynskyi Salt Mine" of the Tiachivskyi district of the Zakarpattia region" (23%).
For the period of 9 months, only half of the funds were allocated to the budget programs 2801010 "General management and management in the agro-industrial complex" (47%), 2801050 "Research, applied development and training of scientific personnel in the forestry sector" (46%), 2805060 "Doing forestry and hunting, protection and protection of forests in the forest fund "(50%).

In the agro-industrial sector, only a few budget programs can be found, for the first three quarters of this year they received most of the planned funds, as it should be. These include 2804010 "Management and management in the field of fisheries" (59%), 2804020 "Organization of the activities of fish breeding complexes and other budgetary institutions in the field of fisheries" (72%), 2804090 "International activities in the field of fisheries" (99% 2805010 Management and management in the field of forestry (66%), 2809010 2809010 "Governance and management in the field of food safety and consumer protection" (60%), 2809020 "anti-epizootic activities and participation in the International Epizootic Bureau" (61% ).

Chairman of the Ukrainian Stock Breeders Association Iryna Palamar believes that the situation with the implementation of funds in the agroindustrial complex for the first three quarters of 2017 is far from perfect: "The implementation of budget expenditures in the agricultural sector for the first three quarters of 2017 is already in violation of the plan and schedules, some programs did not receive at all due funding. This creates a threat that the funds planned for 2017 will not be used, and in the budget for 2018 - will not be provided. The officials are responsible for ensuring the systemic financing of the agricultural sector."
