Food industry worker will be checked without warning in April

Since April 2018, most of the provisions of Law No. 2042-VIII (registration number of the bill No. 0906) will apply "to state control, which is carried out to check compliance of the legislation on safety and quality of food and feed, animal health and welfare".

This means that the situation with food quality control will improve significantly. After all, the moratorium i a special regime of inspections, which is valid for most areas of control, will not be effective for food producers from April this year.

In parallel with April 2018, there will be a long-term control plan that is based on risk criteria. That is, certain types of products will be identified, which are subject to more careful control. A significant difference from the current model is that verification, even planned, can be carried out without warning, except for the cases when the company certified for the HACCP system is being tested.

Reference: Requirements for the implementation of the HACCP system are set out in the order of the Ministry of Agrarian Policy No. 590 of October 1, 2012 "On approval was registered with the Ministry of Justice of Ukraine on October 9, 2012 to No. 1704/22016 (with amendments)." September 20, 2016 entered into force the relevant provisions of the Law of Ukraine "On the basic principles and requirements for food safety and quality." It already says specifically that all operators of the food market should have at least the prerequisites for the implementation of the HACCP system, and the established timeframe is 3 years from the date of entry into force of this norm, that is, until September 20, 2019.

Enterprises whose activities are subject to the relevant provisions of the law will be checked for compliance with the principles of the HACCP system. At the same time, obtaining a certificate of its implementation is not necessary. Obligatory is the availability of prerequisites, which contain, in particular, the steps listed above. Deadline for implementation for all operators of the market is different. At the first stage of the HACCP, slaughterhouses, dairies and meat processing and processing enterprises are introduced (they should have done this before September 20, 2017). On the second (before September 20, 2018) - the procedure must be performed by enterprises that carry out activities with food products, which contain no raw ingredients of animal origin (confectionery, fruit and vegetable processing and production enterprises), that is, producers of finished products.
