The state allocated less than 30% of the funds from the necessary for the anti-epizootic measures

Today, state financing of epizootic events is extremely unsatisfactory. As reported by the Ukrainian Stock Breeders Association, the state actually allocated only 29.4% of the funds required for antiepizootic measures and vaccination of animals. Last year this funding was even less - only 19.4% of the demand.
The Ukrainian Stock Breeders Association received this information from the State Service of Ukraine for Food Safety and Consumer Protection (letter No. 602-113-15 / V-240 of 15.09.2017) in response to a request for funds to provide vaccines and financing antiepizootic measures.
 
According to the State Service of Ukraine for Food Safety and Consumer Protection, in connection with the systematically low level of funding under the Program Classification of Expenditures and Lending to Local Budgets budget program 2809020 "Antiepizootic measures and participation in the International Epizootic Bureau" Code of Economic Classification of Expenditures 2220 "Medicines and dressings" the implementation of mandatory planned anti-epizootic measures from the state budget is limited. So, in 2017 the need of the State Service of Ukraine for Food Safety and Consumer Protection in the funds for the implementation of planned activities is 361.62 million UAH. But only 106.46 million UAH were received, which is only 29.4% of the demand.
 
In 2016, the demand amounted to 272.2 million UAH, and actually received - 52.9 million UAH, which was only 19.4% of the demand.
 
So, according to the State Service of Ukraine for Food Safety and Consumer Protection, in 2016 vaccines that were purchased for the state budget are: rabies - 2,587.1 thousand doses, leptospirosis I and II var. - 73,3 thousand doses, anthrax - 2,705.0 thousand doses, classical swine fever - 3,822,300 doses, Newcastle disease - 38915.8 thousand doses. In addition, laboratory diagnostic tools were purchased (leukemia, tuberculosis, brucellosis, African swine fever, classical swine fever, etc.) and disinfectants.
 
In 2017, as of 01.09.2017, 3500,00 thousand doses of rabies vaccine were purchased, 3000,00 thousand doses of vaccine against classical swine fever, 2,655,00 thousand doses of vaccine against anthrax, 33 487,00 thousand doses of the vaccine against Newcastle disease.
 
However, based on the aforementioned data on the funding gap (meeting the needs of 19.4% in 2016 and 29.4% in 2017), it is clear that these funds are not enough.
 
However, even this small amount of vaccines and disinfectants on the fact of the enterprise can not receive.
 
"Some of our members say they have repeatedly asked to give them vaccines at public expense, but they have not received a single dose, they say, there are no free vaccines," says Iryna Palamar, the chairman of the Ukrainian Stock Breeders Association. - What kind of struggle against ASF do we have, the state does not allocate elementary funds for it? The African has already covered all regions of Ukraine, except Lviv region. Only this year 111 outbreaks of ASF have already been fixed. More than 130,000 pigs were killed, and the economy as a whole underwent more than 1.1 billion UAH of direct and indirect losses. For us, export markets were closed, and Poland is even ready to build a wall to isolate itself from our country because of the fever. "
 
And the danger is not only in the African plague. No less dangerous for a healthy epizootic situation in the country and the development of animal husbandry in general, such diseases as classical swine fever, tuberculosis (cattle and birds), leukosis of cattle, poultry, anthrax (cattle, small cattle, horses), Newcastle disease, salmonellosis, rabies and the like, and they all need timely and effective vaccination.
"Livestock farmers are forced to buy money for their own money, because they are not ready to risk their livestock, waiting for public funds," says Iryna Palamar. - This state of affairs does not improve neither the epizootic situation in the country, nor the development of animal husbandry, nor the status of our state in the international arena. In conditions of a large-scale epidemic of ASF, inadequate financing of anti-epizootic measures resembles sabotage during the war. "
