The Ukrainian Stock Breeders Association supports President's bill No. 7363 on tax incentives for family farms, combating agrarian raids and managing lands within the UTC

Today, on December 19, 2017, at the meeting of the Verkhovna Rada Committee on Agrarian Policy and Land Relations, the representative of the President of Ukraine in the Verkhovna Rada of Ukraine Irina Stepanovna Lutsenko presented a very socially important bill introduced by the President of Ukraine, "On Amendments to the Tax Code of Ukraine and Certain Legislative Acts Ukraine on stimulating the creation and operation of small-scale farms and the deconcentration of powers in the sphere of land relations "No. 7363 of December 6, 2017.

This bill aims to solve a number of long-overdue problematic issues in the agrarian sector, which were raised for discussion at various political levels:

• the management of the lands of state property that are outside the settlements (it is proposed to transfer such powers from the Djergeocadastra to the united territorial communities (UTC), and until the completion of the procedure for the unification of UTC, the authority to manage the remaining lands of state property that are outside the populated areas - administrations)
• the use of lands of former collective property by defining the legal mechanism for transferring such lands to communal and private property;
• antireeding in the agro-industrial complex and establishing clear fuses to protect the property rights of owners and users of land plots;
• tax privileges for family farms (it is proposed to extend the status of the producer of agricultural products to individuals - entrepreneurs who organized a farm, including a family one, and include them in the fourth group of single tax payers).

The bill provoked an active discussion among the people's deputies, the agrarian committee, but Iryna Lutsenko, the Representative of the President of Ukraine in the Verkhovna Rada of Ukraine, in addition to having professionally reported the bill, also convincingly answered all the questions asked, demonstrating understanding of the agrarian sphere and knowledge of other alternative bills.

Personally, the Ukrainian Stock Breeders Association supports President's bill No. 7363 and hopes that it will soon be considered in the parliament.

The presidential bill on its content is a definite reflection of a number of other previously submitted to the Verkhovna Rada bills, which the Association also supported. So, on October 17 of this year, the agrarian committee considered bills No. 7118 of September 19, 2017, introduced by the Cabinet of Ministers of Ukraine, "On Amending Certain Legislative Acts of Ukraine on Land Management within the Territory of United Territorial Communities" and No. 7118 -1 of 04.10.2017 People's Deputies "On Amendments to Certain Legislative Acts of Ukraine on Land Management within the Territory of United Territorial Communities and Settlement of Other Issues in the Sphere of Land relationship " that were related to the expansion of powers of local government bodies in general relativity field of UTC of land relations by granting the right to manage state-owned land outside the settlements. The Association supported the alternative bill then №7118-1, the more complex.

On the basis of the Agrarian Committee of the Verkhovna Rada under the special working group, a bill was drafted to protect the property rights of owners and users of land plots, preventing illegal takeover and seizure of enterprises in the agrarian sector of the economy, in preparation for which the Association also took part.

The group of people's deputies earlier introduced a draft law No. 6490 of May 24, 2017 "On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine on Encouraging the Creation and Operation of Family Farms", which is aimed at supporting family farms by applying a simplified system of taxation. The Association also publicly supported this bill.

As a result of the discussion, people's deputies of the agrarian committee supported the bill of the President No. 7363 for consideration in the first reading. People's deputies noted that it is very positive that the President of Ukraine actively observes all political processes that take place in the agrarian sphere, knows its painful topics and monitors the work of parliamentarians.

"For the Ukrainian Stock Breeders Association and its agrarian enterprises, the most important thing is to put the point of raiding in the agro-industrial complex, family farms get tax breaks, and the local authorities have the opportunity to dispose of the lands outside their settlements and fill the local budget," comments its chairman Iryna Palamar , - therefore we are grateful to the President of Ukraine for this positive legislative initiative and we hope that the parliament will take into account the importance of initiating the bill at the level of the guarantor of the state, with Korea will consider it and support it.
