Iryna Palamar took part in a meeting of the Minister of Finance on the problem of blocking tax bills

On December 6, 2017 in the meeting room of government committees, the Minister of Finance Oleksandr Danyliuk and the Verkhovna Rada Committee on Tax and Customs Policy met with representatives of business and industry associations on the functioning of the risk system in the registration of tax bills and related problems that Ukrainian entrepreneurs faced.

The event was attended by the Minister of Finance of Ukraine, Oleksandr Danyliuk and his deputies; The meeting was also attended by representatives of various associations and businesses, in particular, the Ukrainian Stock Breeders Association, the Ukrainian Business Association, the Association of Taxpayers, representatives of the American Chamber of Commerce and Industry and other industry organizations.
The subject of the meeting were the problems of the risk monitoring system in the registration of tax invoices, the analysis of the existing system and proposals of the Ministry of Finance of Ukraine, which were presented to the business regarding possible ways to improve it.
After all, as soon as the automated system for registration of tax invoices was put into effect on July 1, 2017, producers faced the fact of mass blocking by the Federal State Financial Institution, which is due to imperfect criteria for assessing risks when monitoring them.
Over a short period, more than 500,000 tax invoices have been blocked, leading to the shutdown of enterprises and significant financial losses.
This fact has already raised a wave of protests among producers, in which the Ukrainian Stock Breeders Association took part as representatives of the agrarian sector, which are primarily producers of products most affected by such "innovation".

At this meeting, representatives of the USBA, in particular its chairman Iryna Palamar, drew attention to the fact that the current system of risks completely stopped the functioning of real producers. "The criteria for assessing risks are spelled out in the current legislation, absolutely illogical, almost completely manufacturers fall under them," says  Iryna Palamar. "And those bills proposed to date to solve the problem, do not solve it completely."

Representatives of the Ministry of Finance unanimously agreed with this opinion and recognized that, indeed, today such a problem situation exists and it requires an urgent decision.
