Implementation of the coalition agreement of the agrarian part has frozen

In early January 2015 President of Ukraine Petro Poroshenko signed the Order "On the Strategy of Sustainable Development "Ukraine-2020 ". Among 17 directions and 62 planned reforms, which should restore the development of Ukraine, one of the first steps in the list is the reform of agriculture. The strategy was based on a coalition agreement, which was signed in 2014 between five political forces (BPP, Batkivshchyna, Narodnyi front, Radical Party and Samopomich). This five formed the acting coalition, agropolit.com reported.

Despite the fact that the first coalition (on the basis of the current parliament) existed only until 2016 (collapsing due to a conflict of interest and lack of contractability), the Agreement itself remained unchanged and was partially implemented.

It bears reminding that the entire coalition agreement consists of 77 pages and 17 sections, which cover all sectors of the Ukrainian economy, and represents a plan of action of the government in its daily activities. Its XI section is called "Reform of Agriculture". It contains five main subgroups (land reform, reforming the state support system for agricultural production and attracting finances with clearly defined tasks by year, promoting international trade, sustainable development of rural areas, reforming forestry) and clearly defined time parameters for implementation.

The key issue of the coalition agreement, which still remains unanswered, is what will happen to the free market of the earth: when will it be and, if at all, what are the rules of the game on it. And next to this is the issue of the moratorium withdrawal (Rada extended it for another year).

Despite the promises of the first deputy, and now the Agrarian Minister Martyniuk, the ex-head of the State Service of Ukraine for Geodesy, Cartography and Cadastre, the parliament never saw an official draft of the land law in 2 years. Meanwhile, money for the preparation of land reform in Ukraine is being developed actively. As experts say, there are questions. It bears reminding that in the coalition agreement to finance land reform and financial support from the budget of the departments of the AIC, a lot of funds are provided: 2018 - 453 million UAH, 2019 - 132 million UAH and 2020 - 297 million UAH.
