The head of the State Service of Ukraine for Food Safety and Consumer Protection told how business inspections will be conducted in a new way

On April 4 the Law of Ukraine came into force, which allows conducting unscheduled business inspections. This was reported in the blog "Top 5 theses of the head of the State Service of Ukraine for Food Safety and Consumer Protection Volodymyr Lapa on the control system in Ukraine" on AgroPolit.com by the head of the department.

The head of the State Service of Ukraine for Food Safety and Consumer Protection said that the adopted law "On State Control in the Sphere of Food Turnover" adapted the Ukrainian law to the European one.

Depending on the risk criteria, such types of control are provided:

  1. Low-risk products – only documented inspection can be provided.
  2. A higher degree of risk is physical inspection, that is, when documents are taken and are verified, whether the product corresponds to what is written, whether the package corresponds to the data, or if it is hermetically sealed, and a certain percentage is established by laboratory research.

"Unscheduled procedures may have happened before, but the procedure was too complicated, in particular, before the inspection we had to get consent from the ministry. As a result, when a consumer complains, he expects that control measures will be taken within a few days. Such control measures in Europe are taken on the same day or the next day. A consent to inform the policy took several weeks. That is, the goods, to which they complained, were not in fact on the shelves of the supermarket, if it is a question of perishable products, and in most cases consumers complain about it," Lapa said.

According to him, now the situation has changed. Since April 4 we have the opportunity to check without the consent, but there must be a justification for the verification by the consumer.

"I mean the complaint (date, signature, name, address, specific name of the business entity.) I would ask you to pay attention to this - not the name of the trademark, namely the business entity (it can be seen in the corner of the consumer - LLC, an individual, an entrepreneur) and the address of such a subject, and it is also necessary to add documents confirming the relationship so that there are no customary complaints, as it used to be when the controlling bodies were sent to a certain competitor in corporate wars. Therefore, when buying, you need to take a receipt to add it as a confirming document, and a written appeal, after which we perform an off-schedule inspection," he noted.
