The draft law on the right of permanent use of land is submitted to the Ministry of Agrarian Policy

The Ministry of Agrarian Policy and Food of Ukraine held a round table where the main provisions of the draft Law of Ukraine "On Amendments to the Land Code of Ukraine and other legislative acts on the right of permanent use of land plots" were presented. This was reported by the press service of the department.

The draft law was developed by the experts of the Office for the Support of Reforms under the Ministry of Agrarian Policy to implement the Action Plan of the Working Group on Reforming Land Relations, which was established by the Order of the Ministry of Agrarian Policy No.155 of March 21, 2017.

The event was attended by representatives of public authorities, international technical assistance projects, profile public associations, higher education institutions and other specialists.

During the round table, its participants discussed the main problems associated with the use of land on the right of permanent use, among which impossibility: the use of land as a credit resource; transfer of the land plot for temporary use to third parties; inheritance and the like. In addition, the round table participants repeatedly noted that it is extremely inefficient, shadow, to manage land plots in constant use of state and municipal enterprises.

As the experts of the Reform Support Office noted, the provisions of the submitted draft law are aimed at overcoming these problems and the adoption of the project will: ensure the protection of the rights of individuals and legal entities of private law; to reduce corruption in the management of land plots of state and municipal enterprises; increase revenues of local budgets for rent and land tax; to ensure the balance of interests of employees of enterprises, investors and territorial communities when privatizing state agricultural land.

In general, the provision of the submitted draft Law of Ukraine received positive feedback from the participants of the round table and it was supported.
