Current procedure for registration of livestock will be simplified and transferred to electronic mode

The State Service for Food Safety and Consumer Protection deliberately works on improving the animal identification system, simplifying it and transferring it to the electronic format in the future. This was stated by the head of the State Service for Food Safety and Consumer Protection Volodymyr Lapa on September 25, during the roundtable "Regulation of the Milk Market", organized by BRDO (Better Regulation Delivery Office) with the support of EU4Business\FORBIZ, the press service of the agency reported.

The head of the State Service for Food Safety and Consumer Protection agreed with the opinion of those present about the need to optimize the existing procedure for obtaining a cattle passport and the fact that some procedures require simplification.

Volodymyr Lapa says that a person should not repeatedly apply for the necessary permitting procedures, which can and should be done automatically, the Agency for Identification and Registration of Animals is now working on the introduction of such software.

During the event, the research of the Ukrainian dairy industry was also presented - the Green Book "Regulation of the Milk Market", which was carried out by BRDO specialists. They conducted a system analysis of the regulatory and legal framework, which found that out of 57 regulatory acts on the market for the production of milk, 16 are irrelevant, 5 are illegal. Most of the 17 regulatory instruments have high corruption risks due to uncertainty and non-transparency of procedures.

Also, Volodymyr Lapa noted that in 2018 the State Service for Food Safety and Consumer Protection conducted 10,000 inspections in the field of food safety, including dairy products. In 5,8 thousand cases violations were found and regulations were given: 58% of market operators working in the field of production and marketing of foodstuffs violate the norms of the national legislation on food safety.

It is reported that Ukraine occupies the 9th place in the world in terms of milk production is more than a third in the structure of gross livestock production. In 2017, Ukraine produced 10.3 million tons of milk, which is 2.5 times less than production in France (24.6 million tons) and 3 times less in Germany (32 million tons). The capacity of the market for raw milk, which comes to Ukrainian processing enterprises, today reaches 26 billion UAH.

The number of dairy livestock in Ukraine over the past 5 years decreased by 17%, and the milk market annually loses 2-3% of production. 73% of the total production is made up of households and only 27% by agricultural enterprises.

European practice, in accordance with EU Regulation 1308/2013 "On the introduction of uniform rules in markets for the sale of agricultural products, regulates relations between producers and intermediaries/processors on clear principles, in particular:

- contract/written offer of the previous delivery of products;

- fixing a fixed price or a formula for calculating the price of milk;

- terms and conditions of payment;

- the method of delivery/collection of milk.

According to the expert assessment of BRDO, in Ukraine it is possible to use the existing regulation instrument "contract of agricultural contracting" to regulate identical relations of market participants.
