The Cabinet of Ministers transferred agricultural land to the first seven unified communities

The Cabinet of Ministers of Ukraine, within the framework of the deepening of decentralization, transferred the agricultural land beyond the settlements to the first seven unified territorial communities (the UTC).

The decision to transfer land was taken at the government level at the end of January, and today it enters into a practical implementation phase.

Commenting on the process, Prime Minister Volodymyr Hroisman stressed that the reform of decentralization began exactly 4 years ago in February 2014 and was based on the idea of capacity development that communities have.
Over the years, the process has become irreversible, the transfer of financial and administrative powers is enshrined in legislation.

"And today, on February 27, 2018, we give away what belongs to people. We transfer the land to the ownership of the communities," says the head of government. According to him, the process of land transfer will be completed before the end of this year. "Communities have powers, resources, (there will be) the land, so, please, get things going in the right direction", says Volodymyr Hroisman.

The land plots with a total area of 7,810.93 hectares in communal ownership were granted to the Horodyshchenska rural UTC of the Lutsk district of the Volyn region (926.48 hectares). Hirsivska rural UTC and Pryazovska village UTC of Pryazovskyi district, Zaporizhzhia region (798.48 hectares and 705.16 hectares respectively); Smyrnovska rural UTC of the Bilmatskyi district of the Zaporizhzhia region (1 568.74 hectares); Pomichnianska rural UTC of the Dobrovelychkivskyi district of the Kirovohrad region (70.57 hectares); Obolonska rural UTC of the Semenivskyi district, Poltava region (2,950.42 hectares); Natalynska rural UTC of the Krasnohradskyi district, Kharkiv region (791, 08 hectares).

100% of the land plots on the territory of these UTO were formed and information on them was entered in the State Service of Ukraine for Geodesy, Cartography and Cadastre, which allowed the transfer within a short time - within two weeks from the receipt of the relevant appeal by the main administration of the land service. The procedure did not require expenditures from the state budget.

As the First Deputy Minister of Agrarian Policy and Food, Maksym Martyniuk noted, during the first month of the implementation of the Government's order, the technical elements of the transfer and standardized protocols were worked out, allowing to accelerate and maximally automate the process of land transfer in all regions of Ukraine. "We see positive feedback and a record interest from the UTC. This effective cooperation will help to meet certain terms of nationwide land decentralization and once again confirms the correctness of the course chosen by the Government," says he.

On January 31, the Government approved Decree No. 60-r on the transfer of state-owned land plots of state property to communal ownership of unified territorial communities, allowing land decentralization without resorting to changes in legislation. In Ukraine, 665 unified territorial communities have been created, to which about 759,000 hectares of agricultural land of state property can be transferred. The State Service of Ukraine for Geodesy, Cartography and Cadastre started the process of land transfer from February 1, 2018. During the first week, 99% of the UTC took the first step toward obtaining land ownership, signing memorandums with the State Service of Ukraine for Geodesy, Cartography and Cadastre.
