Agrarian Committee of the Verkhovna Rada decided to limit the subsidy for 1 company at 150 million UAH

Or how the Agrarian Committee remembered its parliamentary powers on subsidized support, when the procedures for allocating funds were published by the Government.

On March 15, at a meeting of the Verkhovna Rada Committee on Agrarian Policy and Land Relations, a heated discussion of agrarian subsidies for 2018 was held. Although there was a large list of bills on the agenda, the work of the committee began precisely with the discussion of subsidized support.

People's Deputy Mykola Liushniak proposed to recommend the committee to limit the receipt of agricultural subsidies of 150 million UAH by one company. The People's Deputy noted that the procedure for using funds was taken without due discussion with the public. This position was supported also by People's deputy Oleh Kulinich. Among the deputies, such an initiative provoked discontent.

People's deputies Fedir Nehoi, Vadym Ivchenko, Serhii Khlan noted the importance of an honest distribution of subsidies, priority support for individual farms, farmers, cooperatives. Fedir Nehoi also noted that he has no unity between the profile parliamentary committee and the Ministry of Agrarian and Industrial Complex.

People's Deputy Ivan Miroshnychenko spoke about the return of VAT refunds and the possibility of using funds for this purpose under the livestock breeding program.

In general, a lot was said about agrarian subsidies by people's deputies.

Based on the results of the lively argument, the deputies decided to recommend by the agrarian committee to limit the receipt of subsidies of 150 million UAH by one company.

The Ukrainian Stock Breeders Association supports the initiative to limit the amount of subsidies in one hand, which will ensure the receipt of subsidies by a large number of farms.

At the same time it is unclear why the agrarian committee was actually isolated from its powers at the time when the Ministry of Agro-Industrial Complex introduced the procedure for using funds without due discussion and, in general, for everybody the texts of the documents were unexpected. Of course, the easiest way to explain is that people's deputies are not government.

However, the public actively advocated the finalization of the government's accepted usage patterns and continues to defend the interests of small and medium-sized producers.

It bears reminding that on February 13, 2018 the Ukrainian Stock Breeders Association appealed in the Golos Ukraini newspaper with an open letter, along with about 70 producers to the Prime Minister of Ukraine with proposals for improving the mechanisms of state support to the livestock sector.

On February 22, 2018, the All-Ukrainian Agrarian meeting was held at the initiative of the Ukrainian Stock Breeders Association, which adopted a resolution with a package of proposals for the texts of orders.

On March 6 the All-Ukrainian protest action of agricultural producers took place under the walls of the Cabinet of Ministers of Ukraine with the participation of the Ukrainian Stock Breeders Association and Producers from various regions of Ukraine. An appeal was sent to the Prime Minister demanding that the mechanisms of state support for livestock breeding be finalized as soon as possible in 2018.
