The Agrarian Committee considered 11 bills

Today the agrarian committee at the meeting considered 11 bills, 6 of which are in the second reading. This is reported by АgroРolit.com.

The Committee supported in the second reading the bill 5448-d "On the basic principles and requirements for organic production, circulation and labeling of organic products".

The bill improves the conditions for the development of organic products market, introduces regulation of organic production, harmonizes the Ukrainian legislation in the field of organic production with EU legislation and helps overcome the problem of falsification of organic products in the domestic market.

In the second reading the Committee also voted for Bill 6673 "On Amending Certain Legislative Acts of Ukraine Regarding the Settlement of Certain Phytosanitary Procedures".

The amendments proposed by the draft law should help improve the quality of phytosanitary expertise. It is proposed to solve the problems of the industry by authorizing additionally and private laboratories to conduct separate phytosanitary procedures. It is only about sampling and phytosanitary expertise. The issuance of a phytosanitary certificate is state’s business.

Also draft law No. 7060 "On Amending the Land Code of Ukraine and Certain Legislative Acts of Ukraine on Encouraging the Creation and Development of Family Farms and Suppressing Corruption Abuses in the Sphere of State and Communal Ownership of Lands" was supported. It was passed for the second reading.

In the process of finalizing the possibility for citizens to acquire land plots of state or municipal property for private farming with an area of ​​up to 2 hectares, rather than 1 hectare, as provided for by the draft law adopted for the basis, was retained free. In addition, the bill is supplemented by norms that prohibit a reduction in rent for land plots acquired in land auctions. Such innovations should eliminate the corruption schemes that take place today. The bill also included provisions on the possibility of monetary compensation to veterans of the war in the event that they refuse to receive land.

The second reading also prepared a large and comprehensive bill "On Amendments to Certain Legislative Acts of Ukraine on the Resolution of the Problem of Collective Land Ownership, Improvement of Land Use Rules in Massifs of Agricultural Land, Prevention of Raiderage and Irrigation Promotion in Ukraine" (р.№6049-d). It was supported today by the Committee.

In the process of finalizing the bill, provisions were made that:

- establish a clear procedure for entering information on an array of agricultural land in the State Land Cadastre;

- agree the provisions of the draft law to the Law of Ukraine "On state registration of rights to immovable property and their encumbrances";

- establish clear criteria and procedures for the exchange of rights to use land plots within a single mass of agricultural land;

- prohibit the exchange of land located in an array of agricultural land, if such land is not equivalent.

Also, the deputies registered the bill No. 8171 "On the Fundamentals of State Agrarian Policy and State Policy for Rural Development." It was supported by the Committee as a basis. Now the Ukrainian legislation lacks a unified strategy that defines the basic principles of state agrarian policy. The current law had an urgent character and fixed strategic goals only until 2015. However, it is obvious that it does not correspond to the current realities and the commitments that were made by Ukraine upon accession to FAO and WTO. We need to adopt a modern document that would take into account the requirements of our international partners, but above all the needs of our farmers and farmers.

As a basis, the Committee supported Bill 8450 "On Information for Consumers on Food". The bill harmonizes the Ukrainian legislation with the European one. In addition, it creates additional prerequisites for protecting the health and interests of consumers by providing all the necessary information to implement their conscious choice of food products, and introduces the responsibility of food market operators for misleading consumers.

The Committee on Agrarian Policy and Land Relations also supported other legislative initiatives: 4532 "On the Recognition of Certain Laws of Ukraine that lost their power on the State Regulation of Production and Sale of Sugar" (second reading), 3157 "On Amending Certain Legislative Acts of Ukraine on the clarification of the procedure for the transfer of water bodies in a complex with land plots" (second reading) and 8275 "On Amending the Law of Ukraine "On Stimulating the Development of Domestic Machinery Industry for agro-industrial complex" concerning the list of equipment and equipment for the agro-industrial complex" (as a basis and as a whole). In addition, the Committee supported in the first reading the bill 6527-d on agricultural cooperation, created on the basis of two bills - 6527 and 6527-1.
