The USBA joins to development of the complex state program on revival of village and cooperative movement

The chairman of the Association of Livestock Breeders of Ukraine Iryna Palamar took part in the meeting chaired by First Vice Prime Minister of Ukraine - Minister of Economic Development and Trade Stepan Kubiv.

On November 15, 2017, the chairman of the Association of Livestock Breeders of Ukraine, Iryna Palamar, took part in a meeting chaired by First Vice Prime Minister of Ukraine - Minister of Economic Development and Trade Stepan Kubiv with the participation of people's deputies of Ukraine, representatives of the Ministry of Finance of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, other authorities and industry associations to find ways to resolve problematic issues in providing subsidies for housing and communal services to farmers-milk producers.

In addition to the issue of granting subsidies for housing and communal services to peasant producers of milk, a whole range of rural issues was raised at the meeting. Among them were discussed the issues of the revival of the village, the development of livestock, dairy and beef cattle, agricultural cooperatives and personal peasant farms. The participants of the meeting during the discussion said that in order to increase milk production it is necessary to support the development of personal peasant farms and cooperatives.
 

Thus, according to the results of the meeting, the participants reached a common decision on the need for the development of cooperatives, and the provision of state support not only to farmers but also to owners of personal peasant farms and agricultural cooperatives, the importance of urgent support of animal husbandry, dairy and beef cattle breeding, a radical revision of state policy in the sphere of stock breeding.

To that effect, it was proposed to develop a comprehensive state program that would cover a whole range of issues relating to the revival of the Ukrainian village and the development of the agricultural cooperative movement: the development of veterinary affairs in the countryside, the provision of personal peasant farms with high-quality cattle genetics, which allows for more milk and higher profitability, production of meat direction cattle (fattening of bull-calves, compensation of the cost of milk for feeding calves, etc.), making changes in legislation on taxation, which would be revenue from membership in the cooperative would not have been included in the total income of farmers and a number of other issues.

To work on the development of this program, it was decided to involve, in addition to representatives of relevant ministries and scientists (Ministry of Economic Development, Ministry of Finance, Ministry of Social Policy, the State Statistics Service of Ukraine, the SFS, the NAAS), profile associations, in particular, the Ukrainian Stock Breeders Association.

"Our Ukrainian Stock Breeders Association is grateful to First Deputy Prime Minister of Ukraine, Minister of Economic Development and Trade Stepan Kubiv for raising an important issue that concerns millions of Ukrainian peasants," comments Iryna Palamar. "We also note the trust that our Association has had in participation with representatives of relevant ministries in the development of a comprehensive program for the revival of the Ukrainian village and the development of the agricultural cooperative movement."

As a result of the meeting, an order was accepted:

The Ministry of Agrarian Policy, together with the Ministry of Economic Development, the Ministry of Finance, the Ministry of Social Policy, the State Statistics Committee, the SFS, the NAAS and with the participation of industry associations, including the Ukrainian Stock Breeders Association, have prepared proposal on:

  • improving the system of accounting for livestock products, produced in personal peasant farms;
  • the mechanism for determining the cost of milk is produced in personal peasant farms;
  • the establishment of a minimum procurement price for milk purchased in personal peasant farms at a level no lower than its cost;
  • creation of favorable conditions for the development of cooperation in the field of animal husbandry, including with the aim of establishing economically sound procurement prices for milk and improving its quality;
  • improving the system of providing social guarantees to members of private peasant farms, including their pension provision;
  • settlement of the status of personal peasant farms, which attached to such farms a land share (share)
  • improvement of the selection system in livestock;
  • directions and mechanisms for supporting the livestock sector and breeding, especially the dairy direction of productivity;
  • improving the distribution of budget subsidies for the development of agricultural producers and stimulating the production of agricultural products, including for enterprises with mixed activities, as well as the introduction of a differentiated rate of value added tax on sales of livestock products.

To submit to the Cabinet of Ministers in accordance with the established procedure agreed proposals for consideration at a meeting of the Governmental Committee on economic, financial and legal policy, development of the fuel and energy complex, infrastructure, defense and law enforcement.

1. The Ministry of Finance, together with the Ministry of Agrarian Policy, the SFS and the State Statistics Service of Ukraine, to work out the issue of improving the taxation system for personal peasant farms, including farms, have added land shares, as well as business entities that work with milk producers, in particular with regard to strengthening control payment of taxes, prevention of their reduction, understatement of procurement prices for milk and concealment of revenues.

2. The Ministry of Social Policy together with the State Fiscal Service, the Ministry of Economic Development, the Ministry of Finance and the State Statistics Service of Ukraine to work out the issue of making changes to the Method for calculating the total income of the family and the Regulations on the Procedure for Assigning and Granting Subsidies to the Population for Reimbursement of Costs for Payment for Housing and Utilities, Purchase of Liquefied Gas, Solid and Liquid furnace household fuel in the part of determining common approaches in determining the income of citizens from the maintenance of personal peasant farming.

3. The Ministry of Agrarian Policy, together with the State Service of Ukraine for Food Safety and Consumer Protection, shall ensure, in accordance with the legislation, control over:
identification and registration of agricultural animals, including those contained in personal peasant holdings;
compliance with the requirements of the legislation regarding the safety and quality of livestock products, including those produced in personal peasant farms.

 The Ukrainian Stock Breeders Association invites representatives of business, united territorial communities, farmers and members of cooperatives and owners of personal peasant farms to submit their proposals to the state program on the revival of the village and cooperative movement by e-mail info@usba.com.ua.
