In addition, the head of the Ukrainian Stock Breeders Association expressed the need to introduce compartmentalization, prevent import of uncertified pesticides to Ukraine and raised the issue of providing farmers with grain cars and motive power. All proposals were supported by the head of the agrarian committee.
Iryna Palamar, the head of the Ukrainian Stock Breeders Association (the USBA) and a public figure, spoke at a meeting of the working group on improving the investment attractiveness of the agricultural sector, where she strongly expressed the need to immediately adopt a law on counteracting agrarian raids, as well as to prevent the importation of unsuitable pesticides into Ukraine, the principle of compartmentalization, the restoration of rail routes for the logistics of agricultural products and the construction of infrastructure to help peasants in the production of milk and meat.
At a round table meeting on regional concepts on sanitary and phytosanitary measures and assistance in the export of agricultural products the head of the USBA, Iryna Palamar, noted that one of the key reasons why the situation with the ASF became critical was the reform of the State Veterinary and Phytosanitary Service of Ukraine in 2014, which had controlled the spread of ASF and fought with the problem whe it had only originated.
Compartmentalization is a guarantee of the company's operation even in the conditions of ASF. This mechanism will allow to resolve the situation with the ban on the export of Ukrainian pork and support domestic producers. In world practice the procedure of compartmentalization has long been implemented. In Ukraine its implementation is blocked by the Ministry of Agrarian Policy.

The past year was another test for Ukrainian pig breeders. The epidemic of African swine fever, which erupted in different regions of Ukraine in previous years, in 2017 covered all regions of Ukraine without exception.
The situation with the African swine fever in Ukraine drives the producers to a standstill. The huge Russian market, which took away 96% of pork exports, was shut down as early as 2016 due to ASF.
