The state support to the stock breeders will be increased in 23 times!

On Thursday, December 7, the Verkhovna Rada adopted Law No. 6776-d "On Changes to the Tax Code", as well as the state budget for 2018 as a whole.

Instead of 2.3 billion UAH, as it was declared earlier, in the law "On the State Budget of Ukraine for 2018" for livestock allocated as much as 4 billion UAH.

In total, the state budget allocated 7.3 billion UAH for the agrarian sector.

Earlier, Prime Minister Volodymyr Hroisman announced this at a meeting of the Cabinet of Ministers held on December 1, 2017. "Separately, 4 billion UAH - for the development of livestock," says the Prime Minister. - Through banking institutions, we will maximally compensate for the rates on loans for the construction of new farms, dairy-commodity complexes. Everything related to livestock breeding will be fully supported by the state. We will do everything to make loans worth symbolic interest. Such a program will begin work in the next year. "

Next year, 1 billion UAH from 7.3 billion UAH will also be directed to the program of 20% compensation to farmers of the cost of Ukrainian agricultural machinery, and 1 billion UAH - to the program to support small farms.
For comparison, in 2017, stock breeders were allocated 170 million UAH, that is, state support will increase more than 23 times!

"Undoubtedly, such a breakthrough increase in funding is a positive moment," says Iryna Palamar, the head of the USBA. - Stock breeders, members of our Association, need funds for the development of enterprises, the construction of new premises, the purchase of quality genetics, to raise the level of the industry to European indicators. But, unfortunately, the state still does not have effective mechanisms for mastering the producers of these funds. Our members of the association constantly complain that, in order to get state support, it is necessary to go through seven circles of hell through a powerful bureaucratic machine, and they will rather abandon these than spend a lot of time, and not the fact that these efforts will prove positive. The state often "gives", that it is impossible "to take". Therefore, we demand that the mechanism for obtaining state support for livestock keepers be simplified as much as possible, and that the Ministry of Agrarian Policy should ensure the earliest possible provision of funds to producers. In turn, we will ensure public control over the use of state aid. "

As the specialists of the USBA say, public funds are not being developed also because financing of budget programs in the agro-industrial sector occurs with serious administrative violations and shortcomings. In particular, changes are late in the regulatory legal acts regulating the use of funds under budget programs. This, in turn, entails lack of funding for a long period of time, as well as the lack of accepted passports for some budget programs at the end of the fiscal year, is an unacceptable violation of the budget process.
