Industry associations, producers, farmers, representatives of cooperatives within the Ministry of Agrarian Policy and Food of Ukraine expressed their dissatisfaction and concern.


There, at the initiative of the Ukrainian Stock Breeders Association and the National Committee for Industrial Development, in conjunction with the Public Council under the Ministry of Agrarian Policy and Food of Ukraine, an open meeting was held to discuss the implementation of the most effective tools to support the development of the agro-industrial complex in general and livestock production in particular.

Despite the rather cold premises of the assembly hall where the meeting was held, the discussion turned out to be hot. First of all, the public expressed its outrage at the fact that the government takes the most important decisions in the sphere of the agro-industrial complex without their participation and public discussions.

It bears reminding that on February 7, 2018 the Cabinet of Ministers of Ukraine approved programs to support the agricultural sector in key areas within the State Budget for 2018. The total amount of such support is more than 6.3 billion UAH.

In particular, the new procedure for using funds from the state budget for livestock provides funding in such areas as:

  • cheaper credit resources for sheep breeding, goat breeding, beekeeping, fur farming, rabbit breeding, silkworm breeding, aquaculture to cover production costs and investment projects;
  • reimbursement of the cost of construction and reconstruction of livestock farms and complexes through loans (25%) and through commissions in the oblasts (30%);
  • special budgetary subsidies for the maintenance of dairy, meat and combined cows in the industry for 1 cow 1500 UAH and fattening young cattle in private peasant household - up to 2500 UAH for 12 months;
  • partial reimbursement of the value of pedigree animals purchased for further reproduction (24000 UAH for breeding heifers, heifers, cows, up to 5000 UAH for breeding pigs and wild boars, up to 4000 UAH for breeding sheep, rams, bright, up to 100 UAH for 1 semen dose).

Unfortunately, the authorities did not have a well-founded answer to the question why such an important document was adopted "quietly". The Deputy Minister of Agrarian Policy and Food of Ukraine, Olena Kovalova, in fact presented a program of state support for agriculture in 2018. So, the greatest attention was paid to such branches as livestock, horticulture and viticulture, as well as issues related to partial compensation of the cost of purchased agricultural machinery and equipment. This program caused a lot of uncomfortable questions, harsh criticism and lively discussion among the gathered.

The meeting was attended by specialized agrarian organizations: Agrarian Union of Ukraine, All-Ukrainian Agrarian Council, “Tvarinprom”, Ukrainian Agribusiness Club, All-Ukrainian Agrarian Forum, Association of Poultry Breeders of Ukraine, Ukrainian Agrarian Confederation and others.

 The chairman of the Ukrainian Stock Breeders Association, Iryna Palamar, made a presentation on the issues that are of greatest concern to agricultural producers, farmers and peasants. In addition, she presented the package of concrete proposals developed by the Association for financing and state support for the livestock sector.

One of the key moments of the meeting was Iryna Palamar's reading of an open letter addressed to the Prime Minister of Ukraine Volodmyr Hroisman on behalf of the Ukrainian Stock Breeders Association, as well as meat and milk producers. The topic of the letter concerned the extreme need to instruct the Ministry of Agrarian Policy to begin the process of finalization, approved by the Government on February 7, 2018, the Procedure for Using Funds from the State Budget to Support the Livestock Sector by Making the Corresponding Changes and to involve the specialized Ukrainian Stock Breeders Association.

The final stage of the meeting was the unanimous decision of the meeting participants to apply on behalf of the Public Council to the Ministry of Agrarian Policy and the Cabinet of Ministers of Ukraine regarding the adoption, with violation of the procedures for using funds from the state budget for the agribusiness sector, without engaging and discussing the public and the urgent development of changes in the programs approved by the government.
