"The introduction of compartmentalization is the only way for Ukrainian exports", the head of the USBA Iryna Palamar noted

At a round table meeting on regional concepts on sanitary and phytosanitary measures and assistance in the export of agricultural products the head of the USBA, Iryna Palamar, noted that one of the key reasons why the situation with the ASF became critical was the reform of the State Veterinary and Phytosanitary Service of Ukraine in 2014, which had controlled the spread of ASF and fought with the problem whe it had only originated.

"When the State Veterinary and Phytosanitary Service of Ukraine was restructured, the efficiency of work in the direction of the ASF has significantly decreased," Iryna Palamar said. - It was the time when ASF in Ukraine has just appeared, and we lost control over the problem. The new structure responsible for this was too focused on the reform procedures, so it could not pay proper attention to the ASF problem in time.

Thus, we abandoned the existing good control system at that time, and instead chose the worst. Also, the consequence of this reform was the abolition of the quarantine police.

As a result, Ukraine, once repeatedly ranked first as a safe country by the criterion of Animal Health, has become one of the most dangerous country infected by ASF".

The head of the USBA, Iryna Palamar, spoke about the need for the immediate implementation of the compartmentalization process as the only opportunity for households that meet all the requirements of biosafety to sell their products on the foreign market, even if there is ASF and other internal diseases and their pathogens in the country.

It bears reminding that on April 24, 2018, a round table was held on issues of regional concepts on sanitary and phytosanitary measures and assistance in the export of agricultural products, initiated by the Ministry of Economic Development and Trade of Ukraine. The event, organized with the participation of American experts, representatives of Ukrainian authorities (Ministry of Economic Development, Ministry of Agrarian Policy, State Service of Ukraine for Food Safety and Consumer Protection) and the business sector, discussed a number of topics related to the coverage of problems with the phytosanitary situation in the agricultural sector, which hinder the export of Ukrainian products. In particular, Article 6 of the World Trade Organization (WTO) Agreement on Sanitary and Phytosanitary Measures was discussed, which provides for the application of the regionalization principle by the WTO Member State.
