How is state compensation for agricultural machinery paid to agricultural producers in 2018?

Agricultural producers were reimbursed less than 25% of the total amount provided for this area in the state budget over the last 8 months of 2018.

Experts from the Ukrainian Stock Breeders Association found this out by requesting the Ministry of Agrarian Policy to provide information on the status of implementation of the KPKVK 2801540 “Financial support to agricultural producers” in the direction of “Partial compensation for the cost of agricultural machinery and equipment of domestic production”, according to which 945 million UAH were allocated in 2018.

In response to the request No. 254/09 of 09.27.2018, the USBA received the following information.

Thus, according to the register of agricultural commodity producers, recipients of partial compensation, who purchased agricultural machinery and equipment of domestic production from December 2017 to July 2018, as of 08.23.2018, 2078 applications were submitted for 3316 units of equipment in the amount of 1141,258.2 thousand UAH VAT included.

As of August 23, 2014, 233,857.4 thousand UAH were refunded.

Most applications for reimbursement of machinery and equipment were submitted in the Vinnytsia region (199 applications), Zaporizhzhia (169), Poltava (153), Mykolaiv (136), Kirovohrad (131), Odesa (128), Luhansk (120), Dnipropetrovsk ( 114) areas.

Also, as the data show, the reimbursement of the cost of agricultural machinery intensified in the second half of the year. This can be seen from the following table:

July 2018 (25%) 61 887.128 thousand UAH

Thus, only 24.7% of funds from the total amount provided for this area in the state budget were reimbursed over the 8 month of 2018.

“As we see, the reimbursement of money for agricultural machinery and equipment is proceeding at a very slow pace,” says the head of the USBA, Iryna Palamar. And although the last months of payments have intensified, whether everyone who wants to receive the money owed to them can be questioned.”
