Financing of anti-epizootic measures in Ukraine can be increased 10 times in two years time

In 2017, 113 million UAH was allocated from the budget for anti-epizootic measures, which is twice as much as in 2016.

 This is reported by The DairyNews with reference to the press service of the State Service of Ukraine for Food Safety and Consumer Protection.

"In the draft state budget for 2018 for these purposes already provided for 687 million UAH, which is more than five times higher than the financing of the State Service of Ukraine for Food Safety and Consumer Protection for this purpose this year," - says the Chairman of the State Service of Ukraine for Food Safety and Consumer Protection Volodymyr Lapa during a meeting with the deputy head of the mission of the Embassy of Hungary in Ukraine Laszlo Chaba Pap.

He also expressed the hope that the level of financing of anti-epizootic measures proposed by the Cabinet of Ministers of Ukraine will be supported in the session hall of the Verkhovna Rada.

"In general, for two years the financing of anti-epizootic measures can be increased 10 times, that is, at the political level there is a full understanding of the problem and potential threats from underfunding of measures to combat animal disease, and now we see support for activities implemented by the State Service of Ukraine for Food Safety and Consumer Protection, - says Volodymyr Lapa.

It should be noted that in recent years, the underfunding of anti-epizootic measures has been systematic, which prevented the competent body from fulfilling its functions within the framework of the plan of anti-epizootic measures.

So, in 2013, 80.830 million UAH was allocated for such events (31.7% of the demand), in 2014 - 48.730 million UAH (16.8%), in 2015 - 90.039 million UAH (22.3%), 2016 - 52 , 86 million UAH (27.3%), 2017 - 113.65 million UAH (31.43).

Analysis of the data on the ratio of budget expenditures for the implementation of anti-epizootic measures at the cost of Ukrainian livestock products at market prices for the period 2013-2016 inclusive shows that the amount of financing was only 0.06%. For comparison, it should be noted that the corresponding figure in Australia is 0.74%, in Canada and the Republic of Chile - 0.37%, the European Union - 0.74%, Iceland - 1.66%, Israel - 0.66%, Japan - 0.45%, the Republic of Korea 0.44%, Mexico 0.48%, Norway 1.97%, New Zealand 1.12%, Turkey 0.18%, the United States 0.86%.
