Ukraine can not overcome the epidemic of African swine fever due to two reasons - inefficient management and inadequate funding. This opinion was expressed in the comments of UNN by an expert in the field of agriculture, a technologist, veterinarian Yurii Openko.
"To overcome ASF, we need real specialists, highly skilled management, but we do not have specialists or sufficient funding, and until these two key problems are resolved - we will suffer losses, we will infect our neighbors. Yes, in general, a lot of money from the state budget is allocated to finance the State Service of Ukraine for Food Safety and Consumer Protection, but it's a part of the ASF that is scanty, but hundreds of millions of hryvnia should be allocated for overcoming the disease," he said.
The ineffectiveness of the service of state veterinary and sanitary control and supervision at the state border is also associated with a lack of funds, said Yurii Openko.
"The ASF continues to spread not only inside Ukraine, but our neighbors have suffered from the disease, so that the" veterinary border guards "fulfill their functions - we need to increase funding for fighting ASF," the expert said.
It bears reminding that the losses of Ukrainian farmers from the ASF in 2017 amounted to $ 12 million.
At the same time, as of February this year, pig producers received only 37% of compensation for the livestock destroyed because of the ASF.
So, only during the current week at least four new cases of ASF were recorded (in the Cherkasy, Kyiv, Rivne and Ternopil regions).
Also note, according to the Accounting Chamber, for two years the State Service of Ukraine for Food Safety and Consumer Protection service inefficiently used more than 3.2 million UAH of budgetary funds.
That is why, in the Verkhovna Rada, the real problem of the State Service of Ukraine for Food Safety and Consumer Protection is not in finance, but in personnel and competence.
