Deputies propose to limit the payment of state support of the agro-industrial complex to 150 million UAH to one producer per year

People's deputies propose to limit the amount of payments for all types of state support in the agrarian sector to 150 million UAH to one producer and related persons during the budget year.

The corresponding bill "On Amendments to the Tax Code of Ukraine on the Fair Distribution of State Support for Agricultural Producers" (No. 8059) was registered in the Verkhovna Rada on February 23.

The initiators of the bill are Dmytro Sviatash, Oleh Kryshyn, Pavlo Dziublyk, Serhii Khlan, Vadym Nesterenko, Oleksii Mushak, Andrii Kot, Mykola Liushniak

The bill is also proposed to oblige the commodity producer, which claims to receive state support, to provide the Ministry of Agrarian Policy and Food with information about all persons connected with it, this year they will receive support.

According to the explanatory note to the bill, the absence of a restriction on the amount of state support that one agricultural producer can get creates conditions for corruption, ineffective spending of budgetary funds in this sphere due to the return of paid tax deductions in the form of state support in unreasonably large amounts.

The document states that the recipients of state support in 2017 in Ukraine under the budget program "Financial Support for Agricultural Producers" were 1.7 thousand business entities, the average amount of assistance in terms of one recipient was 2.3 million UAH, but 26% of producers received from 1,8 UAH to 43 thousand UAH.

According to the SFS, according to this program, two entities shared more than 1.9 billion UAH with 4 billion UAH: almost 35% of the total amount was received by the agroholding " Myronivskyi Hliboproduct" (1.4 billion UAH) and 13% by the agricultural holding "Ukrlandfarming" (0, 5 billion UAH).
