A year without a profile minister for the Ukrainian agricultural sector resulted in significant losses of potential investments and grants. Kurkul.com found out this from its own sources in the Ministry of Agrarian Policy and Food.
It bears reminding that on May 23, 2017 the Minister of Agrarian Policy and Food Taras Kutoviy resigned.
In particular, one of the officials, who asked not to be named, noted that the status of the acting officer does not give the necessary powers and, accordingly, removes the full responsibility from the current head of the ministry Maksym Martyniuk.
"Many grant international projects "fall apart". Europeans simply do not understand who will personally be responsible for the allocated funds, when there is no profile minister. Therefore, the development of many programs and areas is hampered or stopped altogether," our interlocutor said.
As evidence of the investors' unfounded fears, our sources cite the example of Uliana Suprun, whose powers were even questioned by the Economic Court of Kyiv.
"Can the investors be confident in the targeted use of their funds, or will a grant be used for the development of the industry and will not go into someone’s pocket, even if the signature of the minister can be appealed in court and he himself can not be responsible for the implementation of decisions?", - one of the ministry officials said.
It bears reminding that the status of the acting minister does not also give Maksym Martyniuk the right to vote at the Cabinet meetings, so he personally can not influence the adoption of certain decisions in the interests of the industry.
