The cost of services of the State Service for Food Safety and Consumer Protection can grow by 26%

Prices will decrease for large exporters of livestock producers

Today, on October 25, 2017, the Ukrainian Stock Breeders Association took part in a working meeting in the State Service of Ukraine on Food Safety and Consumer Protection to discuss the draft order of the Ministry of Agrarian Policy and Food of Ukraine "On Amending the Order of the Ministry of Agrarian Policy No. 96 of February 13, 2013 "and analysis of its regulatory impact.

The point is that the State Service of Ukraine on Food Safety and Consumer Protection, in exchange for the current two orders of the Ministry of Agrarian Policy No. 96 of February 13, 2013, on registration numbers in the Ministry of Justice No. 380/22912 and No. 381/22913, prepared a draft of one order approving the fees for existing and new services of State Service of Ukraine on Food Safety and Consumer Protection authorities.
 

The planned changes are aimed at introducing a unified principle for calculating the cost of services provided by the State Service of Ukraine on Food Safety and Consumer Protection agencies in place of the current practice of annual indexation of the size of services. If now the cost of each service name is constant, it is planned to establish the size of services depending on the size of the subsistence minimum for the working person (it is annually established by the Law on the State Budget).

At the meeting, representatives of the State Service of Ukraine on Food Safety and Consumer Protection said that the cost of services had not been indexed for the past three years and could grow by 26%.

Preparation of the new draft Order, according to the Explanatory Note, is due to the need to ensure the break-even activity of service institutions by bringing tariffs for paid services to the level of economically justified costs, taking into account the methods of conducting laboratory studies, technical and economic calculations, estimates, including taxes and fees, resources and services. In addition, the initiative is caused by the need to approve the amount of payment for the provision of new paid services to prevent the establishment of different costs for the same service by different institutions.

The present branch organizations and associations during the meeting noted that they, on the one hand, understand the need of the State Service of Ukraine on Food Safety and Consumer Protection in viewing the size of services, and on the other hand for the producer any increase in the price of such services means an increase in the cost of their products, which in turn will lead to rise in price of consumer prices for the population.

At the same time, if we talk about the amount of services related to the conduct of export-import operations, for example, clinical examination of animals, the new order lays down clearly the principle of dependence of the cost of services of the State Service of Ukraine on Food Safety and Consumer Protection services on the size of the export batch of heads, as a result, on the contrary, the price these services and creates a motivation for the development of exports of live animals and the formation of large export batches.

According to the current order of the Ministry of Agrarian Policy No. 96 of February 13, 2013, registered at the Ministry of Justice No 381/22913, the cost of services for clinical examination of cattle is set at 1 head – 20,35 UAH, that is, a clinical examination of 1000 units of cattle will be 20350, 00.

The draft of the new order provides for a gradation of the cost of services for clinical examination of cattle as follows:
1 unit of cattle – 41,17 UAH,
up to 10 heads of cattle (1 unit) – 61,47 UAH,
1-20 goals (1 party) – 843,48 UAH,
1-50 units of cattle (1 lot) - 1029,34 UAH
1-100 units of cattle (1 lot) - 1186,60 UAH.
Every subsequent 100 units (1 lot) – 1243,78 UAH.
That is, according to the draft of the new order, a clinical examination of 1000 units of cattle will amount to 12,380.62 UAH, where for the first batch of 100 heads, the fee amounts to UAH 1186.60 and the subsequent 9 lots - 11194,02 UAH.

The draft order of the Ministry of Agrarian Policy and Food of Ukraine "On Amendments to the Order of the Ministry of Agrarian Policy No. 96 of February 13, 2013" was opened for discussion on the official website of the State Service of Ukraine on Food Safety and Consumer Protection in the section "Discussion of draft documents" and the submission of proposals and comments.
