The Agrarian Committee supported the bill on cessation of corruption in the sphere of land management of state property

The Verkhovna Rada Committee on Agrarian Policy and Land Relations considered a draft law aimed at combating systemic corruption in the land sector, and at the same time developing farming in Ukraine.

The point at issue is about the Draft Law "On Amendments to the Land Code of Ukraine and some legislative acts of Ukraine on stimulating the creation and development of family farms and suppressing corruption abuses in the area of disposal of state and municipal property" (No. 7060).
 
This was announced by the Chairman of the Agrarian Committee Oleh Kulinich on his Facebook page.
 
According to him, the bill suggests that out of the total area of agricultural land, which go to land market, 50% are leased out to create and develop a farm.
 
In addition, it is proposed to establish by the legislation a clear list of persons entitled to free receipt of land from the state for the conduct of personal peasant farming.
 
Unfortunately, now it has become a large corruption scheme of the national level. After all, cases are very common when the land under private household plots, according to preliminary personal agreements, is received by a number of employees of the enterprise, or other dummies, but in fact they are processed by one closed array of which agro-enterprise. Land plots that are to be sold at auction for building up, are massively managed through a mechanism of free privatization, allegedly for private household plots. Then through the mechanism of changing the target purpose, their cost increases in tens and hundreds of times. Therefore, we propose to leave the right to receive land under the personal subsidiary plot only to combatants and social workers. It is also proposed to reduce the size of land plots that are privatized free of charge, from 2 hectares to 1 hectare - this is enough for the personal processing of such a land area by one family, Kulinich has said.
In addition, according to him, it is proposed to establish restrictions on the disposal and change of the designated purpose of the land plot, gratuitously received into ownership or leased without conducting land auctions within 7 years from the date of acquisition of ownership of it.
 
The state should be sure that the land plot transferred to someone on preferential terms will be used by it, and precisely for the purposes for which it turned out, and not be subject to speculation. All these measures should help to overcome this massive corruption scheme, the committee chairman has said.
 
Another innovation of the bill is an increase of 10 times the guarantee fee for the sale of the right to lease land at the auction. The current margin of 5% of annual rent leads to the fact that the results of almost a quarter of the auctions are canceled, because the participants offer a deliberately inflated rent, and then refuse to sign a lease after winning the auction. The participation of these individuals in the auction is solely its breakdown, and not a victory, Kulinich has said.
 
He added that the committee had supported this bill in the first reading.
